Will there be a dedicated phone line for SCOs to seek assistance with Enrollment Manager?

When "Billie" cannot answer a question, will there be any assistance from a live operator? 

Answer:

SCOs need to contact the SCO Hotline for further assistance. 

Question(s):

Will the "notes" be printable on each certification (cert)?

Answer:

The notes will not be printed on the certs. The notes stay within Enrollment Manager and are not sent to the Department of Veterans Affairs (VA) for processing. The notes are for the SCO’s and will be viewable by all SCOs.

Will there be an issue if an SCO cannot complete the Enrollment Manager trainings by 2/27/23?

Answer:

SCOs should complete the trainings as soon as possible.

Will we be able to certify partial terms in Enrollment Manager?

Answer:

Partial terms cannot and should not be certified.

Is Enrollment Manager only for Chapter 33 certs?

Answer:

Enrollment Manager is not limited to Chapter 33, Enrollment Manager is for all benefits.

Will we still have to do separate enrollments for the different locations we have? 

Answer:

Yes, it is important to submit each enrollment for the specific location as it can possibly affect the student’s payments.

Will Chapter 31 continue to be certified in Enrollment Manager?

Answer:

Yes, Chapter 31 will continue to be certified in Enrollment Manager.

Pending SCO Review = Status 2 in the VA Online Certification of Enrollment (VA-ONCE).  Shouldn’t this equal status 3?

Answer:

Enrollment Manager will move away from “status” numbers and instead will say things such as submitted or processed. Pending SCO Review is the equivalent of what was 2P in VA-ONCE.

Will certs need to be amended in chronological order in Enrollment Manager?

Answer:

No, certs will not need to be amended in chronological order in Enrollment Manager.

Has there been a recent change to emails sent to student beneficiaries when enrollment certifications/amendments are submitted?  Will there be any changes to these communications when Enrollment Manager is implemented? 

Answer:

There have been no recent changes to the emails that are sent when certifications are submitted. Enrollment Manager will send out automated emails each time a submission is made. The format will be slightly different, but the substance will remain the same.

Will we be able to de-activate terms in Enrollment Manager? 

Answer:

No. You will not.

Will Chapter 31 still be a 2 step process using Tungsten? 

Answer:

Yes. SCOs will continue to use Tungsten for Chapter 31 invoices but will use Enrollment Manager for enrollment certs.

Will Enrollment Manager time out after 20 minutes of inactivity?

Answer:

Currently, the time out is 15 minutes of inactivity, but we will communicate after a decision is made whether to allow more time. There is not an auto-save feature, users will need to log back into the system once the inactivity period is over.

Will an upload from the school process be created so we can utilize automation and minimize manual entry/error? 

Answer:

There is no upload process currently. It has been noted as a possible future enhancement.

How will SCOs submit primary and secondary school enrollment?

Answer:

The procedure will not change. The primary and secondary schools should each certify the hours taken at their school.

Can we print a Certificate of Eligibility (COE) from Enrollment Manager? 

Answer:

No, you will not be able to print a COE from Enrollment Manager.

Will correspondence schools use Enrollment Manager?

Answer:

No, correspondence schools will follow the current process to send in their affirmation and enrollments.

Can you update Enrollment Manager not to show the SCOs Personal Identifiable Information (PII)?

Answer:

Enrollment Manager only shows the SCO first and last name to verify who certified for students no additional PII is in Enrollment Manager.

I have heard that schools’ degrees and certificates are going to be populated in Enrollment Manager from the Web Enabled Approval Management System (WEAMS).  If our Education Liaison Representative (ELR) has still not accepted our 2022-2023 catalog, who can we contact? 

Answer:

You will need to stay in contact with your ELR, they are responsible for the updates in WEAMS to populate in Enrollment Manager.

We are a small Non-College Degree (NCD) school that mails in paper forms; we do not use VA-ONCE. Can we continue to use mail, or must we use Enrollment Manager? 

Answer:

VA is moving away from paper certifications and will soon mandate the use of Enrollment Manager.

Can you please tell us more about the integration between WEAMS and Enrollment Manager? Will we be able to identify our programs in Enrollment Manager?

Answer:

All programs will come directly from WEAMS, so any abbreviations will remain. As we update WEAMS to Approval Manager, the character limitation will change, and a full program name will be displayed.

Will we be able to certify dual enrollments the same day? 

Answer:

You will not have to wait 24 hours between certifications. You can submit multiple enrollments per day, per student. It will show you the history of previously submitted enrollments.

How will SCOs certify dual majors in Enrollment Manager?

Answer:

Certify the student in the main program in Enrollment Manager. Currently, there isn’t a way to process to show dual/double majors.

We have students who take classes in a combination of mini terms and traditional terms.   Right now, we certify those as term name A and term name B with the corresponding dates.  Will the process be the same in Enrollment Manager for students enrolled in overlapping terms? 

Answer:

Yes, you will still need to submit multiple terms as separate certifications.

Since program names will be coming directly from WEAMS and cannot be added by SCOs, will there be an Independent Study or Non-Matriculated program option?

Answer:

Yes, there is an option for Undeclared and Non-Matriculated.

Will Enrollment Manager be accessible via mobile?

Answer:

Yes, but will probably be hard to use and has not been tested.

Will Veteran Readiness and Employment (VR&E) Case Managers still get notification of certification submitted in VR&E’s Corporate Waco, Indianapolis, Newark, Roanoke, and Seattle (CWINRS) from Enrollment Manager like they do from VA-ONCE? 

Answer:

Yes. 

Question(s):

Will zero hours need to be reported in Enrollment Manager for On-the-Job/Apprenticeship (OJT/App) facilities? 

Answer:

Yes, you will need to report hours for every month. If there were zero hours worked for the month, you will need to report zero in order to certify the next month’s hours.

Example: November 120 hours worked, December 0 hours worked, January 120 hours worked. You will not be able to submit the hours for January if you have not submitted zero hours for December. 

Federal Register Notice on Educational Assistance Funds (90/10 Rule)

Question(s):

When the SCO emails the ELR asking for a reprint of the Vet Rep List, who does the ELR contact to get a reprint?

Can Vet Rep Lists and Pay Lists be re-printed?

Answer:

The Pay List and Vet Rep List are generated by the Hines Benefit Delivery Center and mailed to the SCO. If the SCO is requesting a reprint of these reports, contact the ELR and they will forward the request to points of contact at the Hines Benefit Delivery Center regarding the request.

What type of institution(s) does the 90/10 Rule apply to?

Answer:

The 90/10 Rule is applicable to for-profit Institutions of Higher Learning (IHL) and NCD facilities with a facility code beginning with a “2”.

I am not receiving a Pay List.  What should I do?

Answer:

Make sure your address and point of contact are correct in WEAMS. If the address and point of contact is correct, it may be an issue in mail received at the facility. Sometimes the documents may go to the finance department.

What happens if a school is over 90/10 - do they lose  Title IV funding?

Answer:

Department of Education will provide guidance if 90/10 is not in compliance.

Is the 85/15 Rule still relevant with the new 90/10 Rule?

With the 90/10 Rule - does that mean that we no longer have to follow the 85/15 Rule for a NCD?

Why do we need to have the 85/15 Rule when we now have the 90/10 Rule?

Answer:

Yes, 85/15 is still relevant and required for Department of Veterans Affairs purposes. The 90/10 calculations are relevant for Department of Education purposes. 

Question(s):

Does the 90/10 Rule apply to non-profit apprenticeships? Our facility code begins with 2?

Answer:

You may want to contact your ELR if you are indeed a non-profit apprenticeship facility. VA recognizes private non-profit facilities by the facility code beginning with number “3”. No requirement to complete 90/10 calculations, if your facility has no Title IV financial aid or Tuition and Fees for OJT/App.

For clarification - the new 90/10 Rule is stating that VA funds will now count towards the 90 and not the 10?

Answer:

Yes, you are correct. The law now requires that the 90% Federal revenue cap include all Federal education assistance funds as Federal revenue in proprietary institutions, 90/10 calculation for fiscal years beginning on or after January 1, 2023, not just Title IV student aid funds.

We are a not-for-profit institution, but one of the programs that I work with facility code begins with a 2. What do I do?

Answer:

If the facility code begins with a “2” and is an accredited for-profit (proprietary institution) you will need to comply with Department of Education requirements in 90/10 calculations.

Does Chapter 31 VR&E count as 90 or 10?

Answer:

Do we have to include Chapters 30, 1606, and 35 benefits in 90/10 calculations as those funds go directly to the student and students may be receiving Title IV funds to pay tuition? When will we receive the reports?

Answer:

Yes. SCOs must include Chapters 30, 1606, and 35 benefits in 90/10 calculations. VA provides a Pay List to SCOs, which can be used to facilitate the 90/10 calculations, which is a Department of Education requirement.

Is 90/10 sent to us, or is it something we need to provide?

Answer:

VA provides both Vet Lists and Pay Lists to SCOs to all schools that receive a chapter 33 payment, either tuition and fees or yellow ribbon, which may be used to assist the SCO in their 90/10 calculations.

Do apprenticeship programs fall under the 90/10 rule?

Answer:

No, because there is not Title IV financial aid or tuition and fees for apprenticeships.

Standard vs. Non-Standard Remarks Refresher

Question(s):

Should we make a non-standard remark stating that 3 credit hours is considered full time for graduate students?

Answer:

You would not need to make a remark as this is captured in the “TT/FT” box. 

Question(s):

Should we try and fit as many situations as appropriate into standard remarks? Is the guidance to interpret this as broadly as appropriate?

Answer:

Yes, you should try and use standard remarks as much as possible. If you determine a non-standard remark is necessary, you can use a non-standard remark.

I understand when reporting Tuition and Fees (T&F) we don't have to make a remark if it’s an adjustment. My students change their schedules a lot so I will use an amendment but then I can't amend a 2nd time, so I must make an adjustment but have been putting in a remark when I make the adjustment to add T&F. 

Answer:

This should become easier with Enrollment Manager as there will only be amendment option.

After entering an adjustment into VA-ONCE  for a post 9-11 student,  VA-ONCE  will not allow me to enter the amendment. At this point would a non-standard remark be needed? 

Answer:

This will change in Enrollment Manager as everything will be an amendment.

If we have situations where we must add remarks on the certifications will they still be processed? Will VA reach out to SCO for clarification?

Answer:

Yes, they will still be processed. Veterans Claims Examiners (VCE) do reach out for clarification as needed.

Will we still be able to the non-standard remarks for VA VR&E where Enrollment Manager will send the information to CWINRS? 

Answer:

You can still include remarks for VR&E as these are all processed manually. 

Question(s):

How do we  report graduation if no standard remarks in Enrollment Manager? 

Answer:

There will be standard remarks in Enrollment Manager.

There is a standard remark for Practical Training courses.  We were also told this remark should be included:  Clock hours used according to M22-4, Part IV, Paragraph 7.09    Is this remark also needed? 

Answer:

You no longer need to use this remark. 

Question(s):

Do we still have to add a remark for what we consider  full time when certifying non-standard terms when we switch over to Enrollment Manager? 

Answer:

No, you won’t. This will be built into the system. 

Question(s):

Will you all be modifying the standard remarks to include items we enter as non-standard to prevent delays in processing? 

Can we add a standard remark for Tuition Only Scholarships? In New Mexico, we have the Opportunity Scholarship. This remark is helpful for Chapter 33. 

It would be helpful to have a list of the Veterans Benefit Administration (VBA) standard remarks to review. I hope there is a VBA standard remark related to flat-fee schools where T&F do not change even if there is a change in units for the term (dual certifications). 

Can "graduate non-standard term" be included in the standard remarks?

Could “Activated for deployment” be a standard response?  I have many national guard and reservists at our institution and they are getting deployed – often with limited advance notice. 

Can we add "SCO Error" a standard remark? 

Can you create a new remark for students that accelerate and complete a course prior to the end of the term? Something to distinguish from “End of Term or Course.” 

Is it possible to add a standard remark for when SCOs report a punitive, non-passing grade?

Answer:
