Can we use DS Login to get to Enrollment Manager in lieu of ID.me?

Answer:

A new user of DS Login is required to create a Login.gov or ID.me account prior to accessing the system. A user should be able to use their Login.gov or ID.me access to sign into Enrollment Manager.

Question(s):

For SCOs having issues creating an ID.me or login.gov account and request access through the Education Liaison Representative (ELR)...what is the process for ELRs to grant those requests?

Answer:

ELRs can only grant access to SCOs to Enrollment Manager, which is not accessible without verification through ID.me or login.gov.

Will State Approving Agencies (SAA) need an ID.me to access Enrollment Manager behind the VA firewall (ex: Citrix Gateway)?

Answer:

All users need to create an ID.me or Login.gov account to have secure access to Enrollment Manager. The first time you access Enrollment Manager, you will log in through VA’s Education Platform Portal. Existing VA Online Certification of Enrollment (VA-ONCE) users will be able to log in using their existing VA-ONCE username and password to bypass additional approvals. Those without a VA-ONCE account will select “Request Access.” After logging in for the first time, SCOs will be able to access Enrollment Manager directly from any internet browser.

Question(s):

A SAM.gov login info is the same as ID.me and Login.gov, correct?

Answer:

Sam.gov uses login.gov and ID.me to verify identity. A user should be able to use their Login.gov or ID.me information to access Enrollment Manager. Users still need their legacy VA-ONCE information to log into Enrollment Manager OR will need to request Enrollment Manager access form their ELR.

Will there be training for Enrollment Manager?

Answer:

Yes, there will be mandatory training you must complete prior to getting access to Enrollment Manager. The training will consist of three modules that will take approximately 2.5 hours total to complete. You will receive an email via GovDelivery when the trainings are available for your use. The training modules will be in the SCO Training Portal and will include interactive simulations that will allow you to practice basic certification functions.

Enrollment Manager 100 and 101 training modules are available in the SCO Training Portal now. Enrollment Manager 102 training modules are forthcoming.

The Enrollment Manager training modules must be completed before the roll-out of Enrollment Manager. The deadline for completion will be communicated soon.

Answer:

The SCO Hotline will receive training.

Yes, the Enrollment Manager training modules are interactive, and you can utilize demonstrations and activities in the training modules.

The Enrollment Manager training modules are interactive, and you can utilize the demonstrations and activities in the training modules for hands-on practice.

Is it not a best practice with new application development and implementation to have training materials created and a testing environment available BEFORE production launch?

Answer:

Enrollment Manager 100 and 101 training modules are available in the SCO Training Portal now. Enrollment Manager 102 training modules are forthcoming. Additionally, the system is being thoroughly tested prior to release.

Will we be able to take the series of trainings as many times as needed?

Answer:

Yes, you can access the Enrollment Manager training modules as many times as needed in the “Review Only” section of the SCO Training Portal.

Is there an official letter SCOs can send to students so they are aware of the program update?

Answer:

Not currently; all communication will be distributed to SCOs via GovDelivery.

Will students have an Enrollment Manager account, allowing them to track their certifications?

Answer:

Existing communication protocols will not change at this time. Students may see their VA Education decisions in their government accounts.

Will students receive an automated email when their enrollment certification is submitted? Will Enrollment Manager send debt letters electronically?

Answer:

Enrollment Manager sends an electronic notification to students when certifications are submitted on their behalf. No letters are sent through Enrollment Manager. Award letters and debt letters will continue be sent the same way they are now.

It has been suggested SCOs update all program names in VA-ONCE to match those in the Web Enabled Approval Management System (WEAMS). If I update the program names in VA-ONCE, will this impact any of the certs for students?

Answer:

Updating VA-ONCE to match WEAMS will not affect previously certified students; processors can verify names.

What if program names in VA-ONCE are abbreviated and don't match exactly what is in WEAMS?

Answer:

Under Maintenance > Standard Programs > VA-ONCE program name blocks: One is for Abbreviations and the other is the full program title (See image). Please update the Program Name to match WEAMS.

Will the 30-day enrollment reporting requirement be waived or extended due to the downtime during the transition to Enrollment Manager?

Answer:

Currently, there is no expectation to extend the 30-day reporting requirement.

Answer:

VA will be mandating paperless certifications in a future date. SCOs should use this time to acclimate to Enrollment Manager.

Answer:

OJT/App facilities are receiving the same communications as other SCOs.

We submit our monthly certifications through ID.me and did not set up VA-ONCE. Is there any initial set up or anything that must be done prior to the Enrollment Manager launch?

Answer:

ID.me provides access to AskVA, which is the submission program being used, based on this question. Because your facility is already set up with ID.me, when Enrollment Manager goes live, the SCO will need to request access from the ELR, and then will be able to submit certifications in Enrollment Manager.

Will Vocational Flight Schools be using Enrollment Manager?

Will high schools need to use Enrollment Manager as well?

Answer:

Yes, Vocational Flight Schools and High Schools will use Enrollment Manager.

Will Enrollment Manager show the tuition cap for Yellow Ribbon schools? Or are Yellow Ribbon schools still required to call the SCO Hotline?

Answer:

Enrollment Manager is compatible with Edge and Chrome.

Will Enrollment manager automatically show when we log into ID.me?

Answer:

Enrollment Manager will not currently show when logging into ID.me. When the Enrollment Manager link goes live, you will proceed through the login verifications on the Enrollment Manager landing page.

Will other departments that have had read only access in VA-ONCE be able to have access to Enrollment Manager? And will they need to complete the required Enrollment Manager?

Answer:

Read-only SCOs with current access will have their access transferred over from VA-ONCE to Enrollment Manager. These users will need to use ID.me or Login.gov to access Enrollment Manager, and then login as a VA-ONCE legacy user.

I have three additional individuals that are part of our 22-8794 (team), but I am the only SCO that accesses VA-ONCE. Should I suggest that these team members acquire the ID.me or Login.gov accounts to make them available to access Enrollment Manager if needed?

Answer:

If these individuals need access to Enrollment Manager, they will need to verify their identity via ID.me or Login.gov before they can log into Enrollment Manager.

Our work studies shouldn't need to use their personal Login.Gov or ID.me accounts to help us with certs. Is there a way to get them a work study account?

Answer:

Work Study students currently using VA-ONCE as read-only will need to use ID.me or Login.gov to access Enrollment Manager. Users may not have duplicate ID.me accounts.

SCOs will not need to wait 24 hours before amending certifications, but is that for all benefits?

Answer:

Correct. As soon as a change is noticed, it may be reported.

What is the actual anticipated down time between the sunset of VA-ONCE and launch of Enrollment Manager?

Answer:

Finalized dates will be communicated via GovDelivery when they become available.

Should I deactivate inactive students before the sunset?

Answer:

If this is a normal process for your school and if your time-management allows, you may. This is not a requirement

How will the sunset period of VA-ONCE affect students’ monthly payments?

Answer:

Currently, there is no projected impact. Finalized dates will be communicated via GovDelivery when they become available. If the enrollment is submitted and the student's enrollment is automated, the student should receive their payments at the beginning of the month. If the enrollment offramps, manual processing adds an average of 3 additional days to that time, dependent on the backlog of off ramped claims.

If “complete” is no longer available in terms of being able to enter information only (but not submitting), will there be another way to enter information, but save it instead of sending for processing?

Answer:

Yes, there will be a “Pending SCO Review” status for SCOs to review and save enrollments prior to sending for processing.

If student exhausts and switches to another benefit in same semester, how do we process that in Enrollment Manager?

Answer:

You may submit a remark with the initial certification that the student wishes to use chapter ___ when the current entitlement is exhausted.

Can we make corrections on certifications from the past years?

Answer:

Yes. If the term is terminated, you will have to re-certify using the ‘correctly previously terminated’ remark.

Will CH 31 submissions be part of Enrollment Manager? 

Will counselors for Chapter 31 be notified of the sunset of VA-ONCE?

Answer:

No, Chapter 31 will continue to use Tungsten. Enrollments for Chapter 31 will continue to be sent to the Chapter 31 system for counselor review. Since Chapter 31 will continue to use Tungsten, the transition to Enrollment Manager no effect.

Veteran Rapid Retraining Assistance Program (VRRAP) Updates

Question(s):

If student gets a job and does not want to fill out the VBA-22-10201-ARE form, can a school still collect the last 25%?

Answer:

The school cannot cannot collect the last 25% from VA but if the school’s legal counsel believes they have sufficient grounds to seek payment from the student for breach of contract or its student agreement, it may do so.

Question(s):

If VRRAP students completed last semester, but did not register for the current semester, how many semesters can they sit out before their remining VRRAP benefits expire?

Answer:

The students should be reported as on a “leave of absence.” We have been limiting LOAs to 60-days, at which time we will terminate the student’s VRRAP participation.

If a VRRAP student completed one program at a Non-College Degree (NCD) school, they cannot take a second program, correct?

Answer:

Students are only eligible for one program.

Question(s):

Can schools use The Work Number (TWN) information as confirmation of employment if VRRAP students don't complete the Employment Certification form?  

Answer:

No, VA must receive the employment certification form.

Question(s):

For VRRAP is 2nd certification verification needed to receive payment?

Answer:

Dual Certification requirement is only for schools approved as Institutions of Higher Learning (IHL) or NCD facilities. There are no changes to the current process for submitting enrollment certifications for On-the-job training, apprenticeship, flight, and correspondence training establishments.

I know per the SCO handbook, once the student graduates we need to terminate and report the graduation to the VA. I saw someone asked about submitting a certificate of completion. What if there is no certificate of completion for a student's program? The reason I asked is because there is very limited information on VRRAP on any platform, so the process was a bit confusing. The student I am referring to is in a master’s program and will be completing his program Spring 2023.

Answer:

SCOs must report if the student completes or graduates the VRRAP Program.

Schools are required to report graduation or program completion information to VA. Once a student graduates from a degree program or completes a NCD program, you should submit a Notice of Change in Student Status. If the student is graduating from a degree program, “Graduation” should be selected as the termination reason. If the student is completing a NCD program, "End of Term or Course" should be selected as the termination reason. The last date of the term selected will be pre-populated as the date of termination. If subsequent terms were previously certified, VA-ONCE will prompt you to terminate those enrollments, or to leave them as previously certified. Ensure that the program information is accurate. Graduation should only be reported for students who graduated while using benefits.

Will VRRAP continue to pay MHA as well for up to 12 months from the program start date, as long as the program begins prior to the deadline?

Answer:

Yes.

Do I need to fill out VRRAP paperwork every year?

Answer:

You are responsible for reporting any changes that may occur i.e. graduation or termination etc.

If a student has been approved for VRRAP but hasn’t started using the benefit yet, will they still be able to use the benefit come Spring 2023?

Answer:

The VRRAP COE is not a “start date” for the student to receive benefits. If the student was enrolled in an eligible program, even if it was prior to sending us an application, we can pay them from the date they were enrolled in an eligible program as long as program start date is prior to the December 10th deadline.

Does the student have to be "certified before 12/11" even if they have started attendance before 12/11?

Answer:

Does VRRAP allow rounding out? If so, can the student round out with classes that are not a part of their program requirements?

Answer:

Yes, Rounding Out is allowed. Please following the procedures within the SCO Handbook regarding Rounding Out.

If the student is approved for VRRAP, but the term student plans to start is Spring 2023 which is January 24, 2023, will the student be eligible to receive VRRAP until finishing the program?

Answer:

The student is only actively enrolled if their term or program begins prior to the deadline. Starting in the Spring doesn't meet that criteria.

What is the VRRAP team? The SCO hotline cannot help with these questions.

Answer:

If you have the VRRAP Team are personnel that we communicate with for specifics regarding VRRAP. The SCO Hotline may be limited in questions that can be answered about VRRAP.

VA Form 22-1995/5495 Updates

Question(s):

If the VA eliminates the 1995/5495 requirement, are we supposed to take the student's word instead of having the documentation as proof?

Answer:

VA does not require that the student provide documentation to the school.

The following was found in the SCO handbook under unsatisfactory progress regarding 1995 and 5495: To initiate action by VA to determine whether further payments of VA educational assistance allowance should be authorized, the student must submit a specific request for resumption of VA benefits following an interruption due to unsatisfactory progress or conduct. Requests may be submitted on VA Form 22-1995 or VA Form 22- 5495. So, for unsatisfactory progress this no longer required?

Answer:

Veterans Claims Examiners (VCEs) will NO longer need to review for a change of program when an enrollment certification is received for ANY benefit, including enrollments at a new school following an unsatisfactory termination.

When you say changing schools does that mean if a student changes schools? Or, do you mean schools within a facility?

Answer:

The form is no longer required for either change.

With a student not completing a 22-1995 or 22-5495, how will students receive an updated COE when changing schools?

Answer:

Students can obtain a statement of benefits on va.gov. Note that if the VA Form 22-1995/5495 is submitted VA will provide a formal response.

If a student is changing a program/place of training from another college to ours, they don't have to go to va.gov and update their benefits any longer?

Answer:

The certification submitted by the school and the enrollment validation by the student both serve as VA notification.

If a student has sat out a few years and will need to update direct deposit and/or address, where should they go to update, especially CH35 dependents?

Answer:

Students can update this information on va.gov. If a student doesn’t have a profile on va.gov, they should contact the Education Call Center at 800-827-1000.

The Certificate of Eligibility (COE) a student receives has a big, bold box at the top of page 1 that directs the student to "You must take this letter to your school"...based on the information today, VA IS directing the students to turn in a COE, whether new or after submitting a 1995/5495. That seems like the VA is requiring.

Answer:

VA does not require that a facility collect a COE prior to enrolling or reporting enrollment. The facility can require it if they choose.
