12 Month Issue-Based Accuracy

VBA's 12 Month Issue-Based Accuracy includes disability compensation and pension claims received by VBA that require a rating decision. This claims bundle includes initial and supplemental claims for service-connected disabilities for Veterans and their survivors, Agent Orange-related claims, and pension claims for Veterans. 

Once VBA decides a claim, it’s no longer in the claims inventory. If a Veteran appeals a benefits decision, the appealed claim is tracked separately.

Measures disability determinations accuracy of individual medical issues contained within a Compensation claim, based on a twelve-month average.

 

Please note: This view was updated in July 2026 to reflect the current Agency Performance Plan. The original agency goal, established in FY 2014–FY 2015, set an accuracy target of 98%. Following FY 2015, the rating issue-based accuracy goal was reevaluated and revised to 96%. In FY 2020, an independent third-party review of this metric was conducted and recommended retaining the 96% target and the agency has accepted and maintained this recommended target through the present.
