Flood Insurance Requirements for VA as a Direct Lender, Servicer or Seller of Loans 

1. APPLICABILITY. On September 23, 1994, the President signed Public Law 103-325, which included amendments to the National Flood Insurance Act. The amendments impose new procedural requirements on "Federal Agency Lenders," including VA in its capacity as a lender, servicer, seller and buyer of loans. The requirements addressed in this circular are effective immediately, unless otherwise specified. This circular addresses only the flood insurance requirements and procedures VA must comply with as a direct lender, servicer, seller and buyer of loans. For flood insurance requirements on loans guaranteed by VA, see Circular 26-90-13.

Procedures for Obtaining "Bidding Instructions" from VA
PURPOSE: This circular clarifies existing guidance on information that must be provided to obtain specified amount advice ("bidding instructions") from VA, including cases involving reductions of loan indebtedness in order to avoid "no-bids."
