Diana Rubens was appointed Director of the Philadelphia and Wilmington VA Regional Offices (VARO) in June 2014. As the Director, Ms. Rubens is responsible for administering a range of VA benefits to 1,031,660 Veterans and their families living in eastern Pennsylvania, Southern New Jersey and Delaware. These services include administration of compensation and pension, loan guaranty, national call center services, and vocational rehabilitation and employment benefits which total approximately $4.1 billion in annual payments.
Prior to her appointment, Ms. Rubens was appointed the Deputy Under Secretary for Field Operations in January 2008. In this position, she was responsible for the oversight of 56 regional offices and four area offices in the Veterans Benefits Administration (VBA). The regional offices employ over 18,000 personnel and administer benefit programs that annually pay over 47 billion dollars to Veterans and their beneficiaries.
Ms. Rubens began her career at the Department of Veterans Affairs (VA) in 1987 as a claims examiner at the Washington Regional Office in Washington, D.C. She has also served as an analyst for the Area Offices and Field Operations before being selected as the Director of the Pittsburgh Regional Office (RO) in 2001. As the Director of the Pittsburgh RO, Ms. Rubens was responsible for providing services to over 450,000 Veterans in 27 Western Pennsylvania counties, and 4 West Virginia counties.
In 2002, Ms. Rubens was selected to serve as Director of VBA’s Western Area Office. In that position she was directly responsible for 15 Regional Offices, with 2,400 employees who served the 5.3 million veterans residing within the Western United States.
Ms. Rubens has held several positions throughout her career in VA and in 2006 was awarded the Presidential Rank Award.
Mrs. Dent-Lockett was appointed as the Assistant Director, Philadelphia & Wilmington VA Regional Offices in April, 2016. Mrs. Dent-Lockett began her career at the Department of Veterans Affairs in 2003 as a Veterans Service Representative. In 2006, Mrs. Dent-Lockett was selected as the first-female Field Examiner appointed to the position at the Philadelphia Regional Office. In 2007, she was promoted to Supervisor, Legal Administrative Specialist at the National Call Center. Mrs. Dent-Lockett was subsequently named Chief, Fiduciary & Field Operations in 2008 and as the Pre-Determination Coach at the Veterans Service Center in 2009.
Mrs. Dent-Lockett transitioned to the position of Outbased Coach in the Indianapolis Fiduciary Hub in October 2011. While serving in this role, she supervised 50 Field Examiners in the Pennsylvania, Maryland, New Jersey, and Delaware areas. Mrs. Dent-Lockett is a proud graduate of the VBA Leadership Development Program Class of 2013.
In 2013, Mrs. Dent-Lockett was promoted to Assistant Chief, VA Insurance Claims Division and in the same year she completed a detail in the Insurance Service, as the Chief of Business System Support and Training Staff. In July of 2015, she was selected as Chief, Insurance Claims Division. In that role, she managed 125 employees in the Death Claims, Live Claims, Imaging and Clerical Support and Insurance Outreach Sections.
Mrs. Dent-Lockett holds a BS in Business Management and an MS in Human Resource Management from West Chester University.
Laura Wright is the Manager of the National Call Center located in the Philadelphia Regional Office. Ms. Wright’s VA career began in the Philadelphia Pension Management Center as a Veterans Service Representative where she was promoted to a Senior Veterans Service Representative. In 2009, she was selected as a Supervisor in the National Call Center. She has been serving in her current role as the National Call Center Manager since June 2012.
Ms. Wright graduated from the Indiana University of Pennsylvania with high honors earning a Bachelor’s degree in Political Science. She discovered her drive for public service through an internship with the Governor’s Office of Policy and Planning. She currently lives in Philadelphia with her husband, Matthew, daughter Adele and son Patrick. .
James Brewer joined the Veterans Service Center team at VARO Philadelphia/Wilmington in September 2016. He arrived to the office after having served as an Assistant VSCM at VARO Montgomery from 2012 to 2016. Mr. Brewer has held various positions during his 18 year career in VBA, including VSC Management Analyst & Supervisory Veterans Service Representative (Coach) at VARO Detroit, Program Analyst at the Office of Performance Analysis and Integrity in VA Central Office, and as a Management Analyst at the Southern Area Office in Nashville, Tennessee. Mr. Brewer began his career as a VSR at VARO St. Louis, near his hometown in Southern Illinois. He is a graduate of Southern Illinois University-Edwardsville (SIU-E), earning a B.S. from both the schools of Psychology and Sociology-Cum Laude.
