Duane Honeycutt is currently serving as Acting Director of the Philadlephia Regional Office. Mr. Honeycutt was appointed Director of the Milwaukee Regional Office on April 21, 2014. As Director of the Milwaukee VA Regional Office, Mr. Honeycutt is responsible for over 670 full-time employees and for administering benefits for potential clientele of over 400,000 Veterans and their dependents living in Wisconsin. Mr. Honeycutt also oversees pension and survivor benefits provided in Alabama, Arkansas, Illinois, Indiana, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Ohio, and Tennessee.
Mr. Honeycutt previously held the positions of Director of the Chicago Regional Office from November 2008 Through April 2014. He has completed assignments of Director (acting) at the Phoenix, Newark, and Hartford Regional Offices as well as the VBA Records Management Center in St. Louis. Mr. Honeycutt has also held leadership positions in the Cleveland Regional Office as well as VA Central Office. He began his VA career as a Veterans Claims Examiner at the Detroit VA Regional Office in November of 1993.
Mr. Honeycutt is an alumnus of the Senior Executive Service Career Development Program 2010, Assistant Director Development Program 2006, Federal Executive Institute 2005, Leadership VA Class of 2003, and Leadership Enhancement and Development Class of 1999. Mr. Honeycutt served on active duty in the US Army as an Infantry Squad Leader with the Seventh Infantry Division (Light). Using his GI education benefits, Mr. Honeycutt received an Undergraduate degree in Human Resource Development from Oakland University in Rochester, Michigan and has completed postgraduate work at Central Michigan University.
Ms. Rashetta Smith was appointed as the Assistant Director, Philadelphia and Wilmington VA Regional Offices (VARO) in April 2018. Ms. Smith began her career with the Department of Veterans Affairs at the Oakland VARO in 2001 as a Veterans Service Representative. During her at time at the Oakland VARO, Ms. Smith was promoted to Rating Veterans Service Representative and in 2004, was selected to join the management team as a supervisor. In April 2014, Ms. Smith was appointed as the Veterans Service Center Manager of the Reno VARO where served until March 2018. Ms. Smith is an alumnus of UC Berkley and holds a Master's Degree in Management.
Jennifer Parkin was appointed as the Assistant Director of the Philadelphia Regional Office in September 2018. Prior, Ms. Parkin served as the Veteran Service Center Manager (VSCM) at the Togus Regional Office. Ms. Parkin held multiple positions throughout her career, to include working as a Lead Management Analyst in Washington, DC. Ms. Parkin holds a BS in Administration of Justice from Rutgers College and proudly served her county in the United States Marine Corps.
Laura Wright is the Manager of the National Call Center located in the Philadelphia Regional Office. Ms. Wright’s VA career began in the Philadelphia Pension Management Center as a Veterans Service Representative where she was promoted to a Senior Veterans Service Representative. In 2009, she was selected as a Supervisor in the National Call Center. She has been serving in her current role as the National Call Center Manager since June 2012.
Ms. Wright graduated from the Indiana University of Pennsylvania with high honors earning a Bachelor’s degree in Political Science. She discovered her drive for public service through an internship with the Governor’s Office of Policy and Planning. She currently lives in Philadelphia with her husband, Matthew, daughter Adele and son Patrick.
James Brewer joined the Veterans Service Center team at VARO Philadelphia/Wilmington in September 2016. He arrived to the office after having served as an Assistant VSCM at VARO Montgomery from 2012 to 2016. Mr. Brewer has held various positions during his 18 year career in VBA, including VSC Management Analyst & Supervisory Veterans Service Representative (Coach) at VARO Detroit.
He also served as a Program Analyst at the Office of Performance Analysis and Integrity in VA Central Office, and as a Management Analyst at the Southern Area Office in Nashville, Tennessee. Mr. Brewer began his career as a VSR at VARO St. Louis, near his hometown in Southern Illinois. He is a graduate of Southern Illinois University-Edwardsville (SIU-E), earning a B.S. from both the schools of Psychology and Sociology-Cum Laude.
Daniel Newpher was appointed as the Pension Management Center Manager in August 2017 at the Philadelphia Regional Office. In this role, Mr. Newpher is responsible for the oversight of claims processing operations for pension and survivor benefits with a jurisdiction over 19 eastern states of the United States, Puerto Rico, and foreign countries with the exception of Central and South America.Mr. Newpher started his VA career as a Veterans Service Representative with the Veterans Benefits Administration (VBA) on August 19, 2007.
Prior to his current appointment as PMC Manager, Mr. Newpher held several positions within the Philadelphia PMC and with the Eastern Area Office. Prior to his career with VBA, Mr. Newpher served in the AmeriCorps National Civilian Community Corps (NCCC) providing disaster relief, educational and other community services throughout the Southeastern United States. Mr. Newpher is originally from Willow Grove, PA. He holds a Bachelor of Arts degree in Political Science from Kutztown University.
