Lillie Y. Nuble is currently serving as Acting Director of the Philadlephia Regional Office. Mrs. Nuble was appointed to the position of Director of the Newark, New Jersey, Regional Office in October 2016. In this position, she is responsible for managing the full range of non-medical benefits provided to Veterans and their dependents in 14 counties in New Jersey.
Prior to this appointment, she served as the Assistant Director of the Buffalo, New York, Regional Office from February 2010 to October 2016. In this role, Mrs. Nuble was responsible to the Director of the Buffalo VARO for the effective and efficient operation of all programs administered by the VA, which included Compensation and Pension, Education, Vocational Rehabilitation and Employment, and Support Services.
Mrs. Nuble served as the Veterans Service Center Manager at the Philadelphia/Wilmington Regional Offices from February 2007 to February 2010. In this role, she was responsible for administering the Compensation & Pension Program for the one of the largest Veterans Benefits Administration field stations providing for Veterans and their dependents residing in the eastern 40 counties of Pennsylvania and 7 southern counties of New Jersey. Under her leadership and direction, all in-service death claims were processed within 48 hours from the date notification was received from the service department. In 2008, she led the Veterans Service Center in reducing the Gulf War on Terrorism claims from 23 to 0 pending over seven days resulting in two incremental incentive awards of close to $130,000 being received to distribute to employees as a Special Contribution Award. Mrs. Nuble retired from United States Navy in October 2005. She served during Desert Shield/Storm and Operation Enduring Freedom/Iraqi Freedom.
Mrs. Nuble is a graduate of Veterans Benefits Administration's (VBA) Assistant Director Development Program (2010), Leadership VA (2011), and Federal Executive Institute (FEI): Leadership for Democratic Society. Mrs. Nuble currently serves as VBA’s ex-officio member of the Secretary’s Advisory Committee on Women Veterans.
Mrs. Nuble enjoys spending time with her husband, Kevin, and son, Ryan. In addition, she enjoys music and reading.
Ms. Rashetta Smith was appointed as the Assistant Director, Philadelphia and Wilmington VA Regional Offices (VARO) in April 2018. Ms. Smith began her career with the Department of Veterans Affairs at the Oakland VARO in 2001 as a Veterans Service Representative. During her at time at the Oakland VARO, Ms. Smith was promoted to Rating Veterans Service Representative and in 2004, was selected to join the management team as a supervisor. In April 2014, Ms. Smith was appointed as the Veterans Service Center Manager of the Reno VARO where served until March 2018. Ms. Smith is an alumnus of UC Berkley and holds a Master's Degree in Management.
Jennifer Parkin was appointed as the Assistant Director of the Philadelphia Regional Office in September 2018. Prior, Ms. Parkin served as the Veteran Service Center Manager (VSCM) at the Togus Regional Office. Ms. Parkin held multiple positions throughout her career, to include working as a Lead Management Analyst in Washington, DC. Ms. Parkin holds a BS in Administration of Justice from Rutgers College and proudly served her county in the United States Marine Corps.
James Brewer joined the Veterans Service Center team at VARO Philadelphia/Wilmington in September 2016. He arrived to the office after having served as an Assistant VSCM at VARO Montgomery from 2012 to 2016. Mr. Brewer has held various positions during his 18 year career in VBA, including VSC Management Analyst & Supervisory Veterans Service Representative (Coach) at VARO Detroit.
He also served as a Program Analyst at the Office of Performance Analysis and Integrity in VA Central Office, and as a Management Analyst at the Southern Area Office in Nashville, Tennessee. Mr. Brewer began his career as a VSR at VARO St. Louis, near his hometown in Southern Illinois. He is a graduate of Southern Illinois University-Edwardsville (SIU-E), earning a B.S. from both the schools of Psychology and Sociology-Cum Laude.
Daniel Newpher was appointed as the Pension Management Center Manager in August 2017 at the Philadelphia Regional Office. In this role, Mr. Newpher is responsible for the oversight of claims processing operations for pension and survivor benefits with a jurisdiction over 19 eastern states of the United States, Puerto Rico, and foreign countries with the exception of Central and South America.Mr. Newpher started his VA career as a Veterans Service Representative with the Veterans Benefits Administration (VBA) on August 19, 2007.
Prior to his current appointment as PMC Manager, Mr. Newpher held several positions within the Philadelphia PMC and with the Eastern Area Office. Prior to his career with VBA, Mr. Newpher served in the AmeriCorps National Civilian Community Corps (NCCC) providing disaster relief, educational and other community services throughout the Southeastern United States. Mr. Newpher is originally from Willow Grove, PA. He holds a Bachelor of Arts degree in Political Science from Kutztown University.
