John Pennington

Veterans Service Center Manager: John Pennington

John was appointed to the Veterans Service Center Manager position at the Chicago VA Regional Office in August 2023. He joined the Chicago team as the Assistant Veterans Service Representative in August 2019. He joined the Veterans Benefits Administration at the Indianapolis Regional Office in February 2010. He has held previous positions with the Indianapolis Regional Office to include Veterans Service Representative, Public Contact Representative, Military Services Coordinator, Assistant Coach and Coach. Prior to employment with the Department of Veterans Affairs, Mr. Pennington served as an officer in the United States Army. He retired in February 2010.


Herbert Morris

Veteran Readiness and Employment (VR&E) Officer: Herbert Morris

Herbert Morris was appointed to this position in 2014, previouosly the Assistant VR&E Officer at the Muskogee RO.  He enlisted in the US Army in 1981, serving as a paratrooper.  Herbert also served in Iraq and Saudi Arabia during Desert Shield and Desert Storm, and was also stationed in Bosnia.  Herbert was a Drill Sergeant at Fort Jackson and retired from the military at his last duty station in Ft. Sill, Oklahoma in 2001.  Mr. Morris is a product of VA's Chapter 31 program; his first VA position was in 2005 as a Vocational Rehabilitation Counselor at the Detroit RO.  In 2007, Herbert transferred to the Muskogee RO.
