Donna Mallia was appointed Director of the Buffalo Regional Office (RO) on Oct. 31, 2004. She manages the full range of benefits and services to Veterans, Servicemembers, their families and survivors in the 31 western counties of New York, and educational benefits in the 14 Northeastern states, the District of Columbia, and foreign schools. Prior to this position, Donna Mallia served as Executive Management Officer, Office of Field Operations from August 2002 to December 2004.
Nick Pamperin joined the Buffalo RO as the Assistant Director in October 2017. He helps the Director administer all VA benefits and services. Mr. Pamperin started his career with the Veterans Benefits Administration in October 2001 as a Veterans Service Representative at the Pension Management Center in the Philadelphia VA Regional Office (VARO). Mr. Pamperin was promoted to the position of Senior Veterans Service Representative in 2004 and was promoted to the Supervisory Veterans Service Representative (Coach) position in 2005. In January 2008, Mr. Pamperin served as the Lead Management Analyst position in the Office of Field Operations, VBA Central Office. Soon after working in VBA Central Office, Mr. Pamperin became the Assistant Director in the Veterans Benefits Management System Program Office in December 2009. Mr. Pamperin was selected as the Assistant Director, Manila Regional Office in December 2010 and served in this position until January 2015. Mr. Pamperin was serving as the Deputy Director, Office of Strategic Planning, Veterans Benefits Administration, Central Office prior to his selection as Assistant Director, Buffalo Regional Office.
Kimberly Wagner took this position in July 2013. She manages Education benefits to Veterans in the 12 Northeastern states, the District of Columbia, and foreign schools. Ms. Wagner previously served as Assistant Education Officer in the Buffalo Regional Office from August 2009 to July 2013.
Antoinette Zingale was appointed to the VSCM position effective November 26, 2017. Prior to her appointment as the Assistant Veterans Service Center Manager in August 2015, Ms. Zingale served as a coach with the Cleveland Regional Office where she was responsible for effectively leading and establishing a high performing special operations team. Ms. Zingale holds a Juris Doctor Degree from Cleveland State University. Prior to being the Veteran Service Center Manager, Ms. Zingale served as the Acting VSCM for the Buffalo RO since December 2016.
Ms. Fitzgibbons took this position in 2005. She supervises 21 staff members who administer VR&E benefits for Veterans in western New York. She began her VA career in 2002 as a Vocational Rehabilitation Counselor at the Hartford RO.
