Anthony Milons Sr. was appointed as the Director of the Cleveland Regional Office on August 19, 2014. Mr. Milons previously served as the Assistant Director of the New York VA Regional Office. He was appointed to that position in December 2010. As the Assistant Director, Tony supported the Director and is responsible for the administration of more than $74.5 million per month in Federal non-medical benefits to a potential clientele of approximately 607,391 Veterans and their dependents living in 31 Eastern counties of New York State. Prior to his appointment in New York, Tony served as the Veterans Service Center Manager of the St. Louis Missouri VA Regional Office.
Tony began his career with the Department of Veterans Affairs in 1991 at the Chicago VA Regional Office. Tony worked his way up the organizational ladder as a technician before selected to work in the Compensation and Pension Service in 1999. He was promoted to increasing levels of responsibility within the Compensation & Pension Service as a Claims Consultant and Budget Analyst. In 2002, Tony transitioned into management as a Coach in the newly formed Pension Maintenance Center in Milwaukee, WI. He also served in a coaching capacity in the Veterans Service Center before becoming an Assistant Veterans Service Center Manager at the St. Petersburg, FL, VA Regional Office in 2006.
Tony is a graduate of VBA’s Leadership Enhancement and Development Program (LEAD Class of 99) and a graduate of Leadership VA (LVA Class of 2004). Tony is also a regular visiting instructor at the Baltimore Training Academy teaching leadership skills to varying levels of leaders within VBA.
Tony holds a Baccalaureate degree from Chicago State University and a Master’s Degree in Public Administration from the Keller Graduate School of Management. He is also a Veteran having served in the United States Marine Corps from 1985 to 1990.
Todd Weber was appointed Assistant Director of the Cleveland RO in October 2012. Prior to accepting this appointment, he served the regional office in various roles including Acting National Call Center Manager and Tiger Team Program Manager. As the Tiger Team Program Manager, from Sept. 28, 2008, to May 31, 2012, Mr. Weber oversaw VBA’s only national program focused on serving Veterans over the age of 70. Additional duties included oversight of the national Rehired Annuitant program and serving as a liaison with the Ohio Department of Veteran Services. Mr. Weber’s previous positions include serving as the Assistant Service Center Manager (AVSCM) of the Cleveland RO. In this position, Mr. Weber managed two Post Determination teams, the Appeals team, and the Public Contact team. For three years preceding his assignment as AVSCM, Mr. Weber served as both an Assistant Coach and Coach on various teams within the Cleveland Veterans Service Center. As a Coach, Mr. Weber was instrumental in improving relations with the Governor’s Office of Veterans Affairs, the Ohio Association of County Veteran Service Officers, and the senior leadership within the Ohio National Guard. Mr. Weber has served as the station OEF/OIF Program Manager and Privacy Officer. Before joining Cleveland’s management team, Mr. Weber worked as a Rating Veterans Service Representative (RVSR).
Mr. Weber began his civilian government career as an RVSR in January of 2001. Prior to joining the Cleveland R O, Mr. Weber practiced law in the state of Michigan. He is a graduate of the LVA (2012) and the Leadership Development Program (2008), an enlisted Veteran of the U.S. Army, and a commissioned officer retiree from the Ohio Army National Guard.
Mr. Weber earned both his bachelor’s and law degrees from the University of Toledo.
Shannon Kelley was appointed as Assistant Director of the Cleveland Regional Office in July 2019. Prior to his current assignment in Cleveland, Shannon was the Director in the Huntington Regional Office from May 2014 through June 2019. He has also served as the Assistant Director in the Pittsburgh Regional Office from September 2010 through May 2014. He was the Service Center Manager (VSCM) in Pittsburgh from March 2009 to September 2010. He held the AVSCM position at the Houston Regional Office from November 2007 through March 2009. He has worked in varying capacities in VA Central Office, the Buffalo Regional Office, and the Salt Lake City Regional Office.
Mr. Kelley began his VA career in 2001 with the Cleveland VA Regional Office and has completed multiple leadership programs within the VA including Leadership VA, the Assistant Directors Development Program, and the Western Area Leadership Development Program.
Shannon was born and raised in Columbus, Ohio and currently resides in Strongsville with his wife, Laura, and son Jack. He earned an undergraduate degree from Ohio University in Athens, Ohio with a Bachelor of Science in communications and obtained a law degree from Cleveland Marshall College of Law.
Ted Ebert began his career with the VA in 2001 as a Veterans Service Representative at the Cleveland RO. He held subsequent positions as a Rating Veterans Service Representative, Assistant Coach, Coach, and Assistant Veterans Service Center Manager. Starting in May 2017, Ted serves as the Veterans Service Center Manager.
Ted is a U.S. Army Veteran who served on active duty from 1992 to 2001. He was stationed in Hawaii, Fort Drum, New York, and Indianapolis.
Ted and his wife, Vanessa, have two daughters, Jolynn and Maren.
Mary-Jo Towns began working for the Veterans Benefits Administration in March 1991 at the Cleveland Regional Office. Originally hired as a Veterans Claims Examiner, she spent the next nine years taking on jobs of increasing responsibility until becoming a Coach in May 2000. She continued serving as a first-line supervisor until March 2006, when she was selected to be the Assistant Veterans Service Center Manager for the Oakland Regional Office. She supervised the Sacramento Satellite Office for over six years before taking a break from management. Between 2012 and 2018, she continued to serve the Oakland Regional Office as a Management Analyst, a Rating Specialist, and a Rating Quality Review Specialist. When the NCC Manager position in Cleveland came open in July 2018, Mary-Jo jumped at the opportunity to return to the management ranks and embark on a new journey. Mary-Jo has been married to her husband, Rob, for over 31 years.
Jennifer Toth has been the Home Loan Guaranty Officer for the Cleveland Regional Loan Center (RLC) since 2007. In this capacity, she is responsible for the overall administration and management of the VA Home Loan Guaranty Program in the Cleveland RLC service area. Ms. Toth began her career with VA in 1996 as a Loan Service Representative. She also held the positions of Loan Administration Team Leader, Loan Administration Servicing Officer, and Assistant Home Loan Guaranty Officer. Ms. Toth completed a Bachelor of Business Administration from Kent State University, where she graduated with honors.
Ashley Adomaites began her VA career in June 2004 as a Vocational Rehabilitation Counselor at the Cleveland RO. In December 2012, she was promoted to the Assistant Vocational Rehabilitation and Employment Officer. In March 2013, Ms. Adomaites accepted her current position as the Vocational Rehabilitation and Employment Officer. Ms. Adomaites completed a Bachelor of Science in Education in 1994 and a Master of Education in Rehabilitation Counseling in 1996, both from Kent State University.
John Hibler was appointed Chief of the Support Services Division (SSD) on October 3, 2016. SSD is responsible for the financial and administrative actions of the Cleveland Regional Office.
John began his career with the Department of Veterans Affairs in 2006 as a co-op student from Cleveland State's MBA in Health Care Administration program, and was assigned to the Lorain Community Based Outpatient Clinic (CBOC) in Lorain, Ohio. After graduation, he was hired as a Program Analyst with the VA National Energy Business Center in Brecksville, Ohio in 2007. In 2009, John was promoted to Administrative Officer for the VHA Service Center in Independence, Ohio, where he managed the budget, quarterly invoicing system, and administration of this Human Resources, Fiscal, and Personnel Security office for 7 years.
John holds a Bachelor of Science degree in Business Administration from the Ohio State University, and a Master of Business Administration degree from Cleveland State Unverisity where he graduated summa cum laude.
John was born and raised in Cleveland, Ohio, and is an avid fan of the Cleveland sports teams and the Ohio State Buckeyes. He resides with his fiancé and her son.
