VET TEC 2.0 Training Provider FAQ's

VET TEC 2.0

The Veteran Employment Through Technology Education Courses (VET TEC 2.0) program is a Department of Veterans Affairs (VA) education benefit which helps eligible students cover the cost of certain high technology, non-degree programs. Eligible students will receive tuition and fees payment(s) made directly to their training provider, a books and supplies stipend, and a monthly housing allowance that is equal to what is paid by the Post-9/11 GI Bill benefit. VET TEC 2.0 is funded through September 30, 2027.

Though VET TEC 2.0 shares a similar name with the pilot program that ran from 2019-2024, it is important to note that this version has significant differences.

UNDERSTANDING WHAT IS REQUIRED TO BE A VET TEC 2.0 TRAINING PROVIDER

Apply to be a VET TEC 2.0 training provider by:
  1. Completing and signing the VET TEC 2.0 Training Provider Participation Agreement.
  2. Completing and providing all supporting documentation listed in the Training Provider Participation Agreement.

NOTE: If you were approved during the 2019-2024 period as a VET TEC Pilot Program training provider, this program approval does not transfer to VET TEC 2.0. If you are interested in becoming a training provider, you must complete a new Training Provider Participation Agreement and provide all required supporting documents.

To qualify as a VET TEC 2.0 training provider, you must do all the following:

  • Employ instructors who are determined by VA to be experts in their fields.
  • Charge the same tuition and fees to VET TEC 2.0 students as other students.
  • Meet VA's approval criteria as outlined in the VET TEC 2.0 Training Provider Participation Agreement.
  • Maintain required job placement rates.

To qualify as a program approvable for reimbursement through VET TEC 2.0, the program must:

  • Be in computer programming, computer software, media application, data processing, or information sciences.
  • Have been successfully provided for at least one year.
  • Be fully delivered by the Training Provider. No portion of the program can be outsourced, provided by contract, or given by a 3rd party provider.
  • Not lead to a degree.
  • Have a duration of 6-28 weeks.

UNDERSTANDING HOW VET TEC 2.0 PAYS

Training providers cannot charge VET TEC 2.0 students directly for tuition and fees. Mandatory net payable tuition and fees charges will be paid for by VA at the milestones listed below. Training providers cannot charge VET TEC 2.0 students’ tuition and fees upfront with the intent to refund future VET TEC 2.0 tuition and fee payments to the student.

Payment Milestones:
  1. 25% of the net payable tuition and fees, as reported by the training provider, will be paid upon confirmation of the first day of attendance of the VET TEC 2.0 student.
  2. 25% of the net payable tuition and fees will be paid upon the VET TEC 2.0 student’s successful completion of the program.

a. Successful completion of the program means that the student has successfully completed all required training and has received a graduation certificate.

  1. 50% of the net payable tuition and fees will be paid once the VET TEC 2.0 student meets one of three milestones:

a. The graduate finds employment in their field of study within 180 days after graduation and works for at least 180 days in that position.

b. The graduate finds employment in their field of study within 180 days with the training provider and works for at least 365 days in that position.

c. The graduate enrolls in a program to continue their education in the same field.

These materials must be provided to the VET TEC 2.0 Education Liaison Representative.

NOTE: These payment milestones are specifically listed in the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act which authorizes the VET TEC 2.0 program. Payments cannot be made outside of these milestones.

VET TEC 2.0 students will also receive a books and supplies stipend and monthly housing allowance payment equivalent to what they would have received had they used the Post-9/11 GI Bill benefit at the 100% eligibility level.

There is a beneficiary payment limit for VET TEC 2.0 which prevents VA from paying more than 4,000 covered individuals (individuals who have received a VET TEC 2.0 payment) per fiscal year (October-September). Approved training providers will be given timely notification as VA approaches this limit.

UNDERSTANDING WHAT STUDENTS ARE ELIGIBLE FOR VET TEC 2.0

Students will be able to apply for VET TEC 2.0 by using the VET TEC 2.0 application once it is available this June.

The requirements for VET TEC 2.0 eligibility are that the applicant must:

  1. Be under age 62 on the date VA approves their application.
  2. Have a character of service other than dishonorable.
  3. Be a Veteran or a service member who will become a Veteran within 180 days of their eligibility determination.
  4. Have served a minimum of 36 months of active-duty service at the time of application.

Other VA education benefit eligibility is not a requirement of eligibility for the VET TEC 2.0 program. If an individual is eligible for VET TEC 2.0 and VA education benefits and chooses to use VET TEC 2.0, the individual will be charged entitlement to their education benefits on a one-for-one basis. Entitlement used does not count against an individual’s 48-month maximum limitation of usable education benefits. If an individual is eligible for VET TEC 2.0 and is not eligible for any other VA education benefits, there is no entitlement charge.

PREFERRED PROVIDER STATUS

This is an optional designation a training provider can apply for. To become a preferred provider, a training provider must:

  1. Have an employment success rate which proves that 70 percent of graduates of the approved high technology program obtain full-time employment in the field of study within 180 days after graduation or,
  2. Have a tuition reimbursement guarantee where all tuition and fees will be refunded to VA if the graduate does not obtain employment in the field of study within 180 days of program completion or,
  3. Have an employment success rate which proves that 70 percent of graduates of the approved high technology program obtain full-time employment in the field of study within 180 days after graduation AND have a tuition reimbursement guarantee where all tuition and fees will be refunded to VA if the graduate does not obtain employment in the field of study within 180 days of program completion.
Preferred Provider benefits:
  1. Opportunity to apply for a waiver from 85/15 requirements.
  2. Special designation on the VET TEC 2.0 website.

TRAINING PROVIDER PARTICIPATION AGREEMENT BEST PRACTICES

Interested training providers must submit a completed Training Provider Participation Agreement application along with all the required supporting documentation.

To assist with preparing a complete submission package, applicants should use the checklist in the Training Provider Participation Agreement provided by the VET TEC 2.0 Education Liaison Representative to ensure that all required information and supporting documentation have been provided. 

When submitting the Training Provider Participation Agreement please be aware of the following:

    1. Webpage links will not be accepted for any required information. Information published and maintained online is dynamic and can change after an approval decision is made. For this reason, documents must be submitted in a static format such as PDF. A PDF version of information from your school’s website can be reviewed if you capture the information and submit it in .pdf form, but a live link to a website cannot be accepted for any of the required Participation Agreement supporting documents.
    2. Zip files will not be accepted. Documents compressed into a .zip file will not reach VA, because the email security system does not permit receipt of .zip files by end users. Though your email message will reach the mail server, all attached .zip files will be filtered from the message before it is accessible for review. Documents must be attached individually and can be sent in multiple email messages if necessary.
