Program Oversight & Accountability

Mission: To Safeguard the Integrity of the GI Bill through the execution of Policy & Procedures focused on Protection, Compliance, and Enforcement activities.

The following compliance activities are utilized in protecting the integrity of the GI Bill:

Compliance Survey – A compliance survey is conducted at GI Bill approved institutions with 20 or more Veteran students or beneficiaries. Surveys are conducted to ensure the Education and Training Institution’s (ETI) approved programs follow all applicable provisions of the laws administered by VA . Compliance surveys ensure VA benefits are paid correctly to eligible individuals, confirms schools and training facilities remain compliant, and helps officials and beneficiaries understand their responsibilities. It also identifies compliance issues through reviews and visits and ensures timely corrective action, including stopping benefits when necessary.

Risk Based Survey (RBS) – A RBS is an onsite review conducted by State Approving Agencies (SAA) at higher learning and noncollege degree institutions to confirm Title 38 compliance, assess risk factors, and reaffirm approval status.

Target Risk Based Review (TRBR) – A TRBR is an onsite review conducted by VA at ETI’s due to notification of risk, or alleged fraud, deceptive advertising and/or other misleading practices.
