Jennifer Bover

Regional Office Executive Director: Jennifer Bover

Jennifer Bover was appointed as the Director of the Togus Regional Office in December 2020. She is responsible for administering non-medical VA benefits and services to more than 100,000 Maine Veterans and their families. Prior to this appointment, Ms. Bover served as the Assistant Director of the Philadelphia and Wilmington Regional Offices. Ms. Bover held multiple positions throughout her career, to include working as a Lead Management Analyst in Washington, DC. Ms. Bover holds a BS in Administration of Justice from Rutgers College and proudly served her country in the United States Marine Corps.

Michael Brawn

Asisstant Director: Michael Brawn

Michael Brawn was appointed the Assistant Director of the Togus Regional Office in May 2022. Mr. Brawn is responsible in the administration of non-medical VA benefits to more than 100,000 Maine Veterans and their families. Prior to this appointment, Mr. Brawn served as a Veterans Service Representative, Rating Veterans Service Representative, Quality Team Coach, and Veteran Service Center Manager. Mr. Brawn retired from the United States Air Force after serving on active duty from June 1985 through December 2009. Mr. Brawn is graduate of Wayland Baptist University, Texas with a Bachelor of Science.

Timothy Hum

Veterans Service Center Manager (VSCM): Timothy Hum

Tim Hum is the Veterans Service Center Manager for the Togus Regional Office. He joined the VBA in 2010 as a Veterans Service Representative assisting Veterans with gathering evidence in support of their claims. Since then, Mr. Hum has functioned in many roles to include serving as a Field Examiner for the Salt Lake City Fiduciary Hub, Assistant Coach and Coach in the Oakland Service Center, Data Analyst, Management Analyst and Inquiries and Training Chief with the Medical Disability Examination Office at VBA Central Office and now the Veterans Service Center Manger. Tim has been heavily involved in drafting policy, guidance and training related to contract examinations for both claims processors and Medical Disability Examination vendors. Prior to joining the VBA, Mr. Hum worked as a District Sales Manager for Yamaha Motor Corporation covering the Western United States and is also a Veteran of the United States Marine Corps.  

Thomas Whitney

Assistant Veterans Service Center Manager (AVSCM): Thomas Whitney

Tom Whitney became the Assistant Veterans Service Center Manager (VSCM) of the Togus Regional Office (RO) in May 2019. Mr. Whitney assists with managing the daily Veterans Service Center (VSC) division which is responsible for providing compensation benefits and services to Veterans and their dependents. Mr. Whitney previously worked as a Coach of the Quality Review Team and a Rating Team in the VSC at the Togus RO. Mr. Whitney retired from the United States Navy after serving on active duty from June 1980 through August 2010. Mr. Whitney graduated from Roger William University in Bristol, Rhode Island with a Bachelor of Science in Public Administration.

Philip Black

Assistant Veterans Service Center Manager (AVSCM): Philip S. Black Jr.

Philip S. Black Jr. became the Assistant Veterans Service Center Manager for the Togus Regional Office (RO) in 2022. Mr. Black assists with managing the daily Veterans Service Center (VSC) division which is responsible for providing compensation benefits and services to Veterans and their dependents. Mr. Black joined VBA in 2008 as a Veterans Service Representative. Since then, Mr. Black has held many different positions to include a serving as a Fiduciary Field Examiner, Rating Veterans Service Representative, Assistant Coach, and Coach all with the Togus RO. Prior to joining the VBA, Mr. Black worked as a Sales and Warehouse Manager for United Van Lines. Mr. Black retired from the United States Air Force after serving on active duty from April 1982 through January 2003.   

Dan Pellitier

Assistant Veterans Service Center Manager (AVSCM): Daniel Pelletier.

Daniel Pelletier became the Assistant Veterans Service Center Manager at the Togus Regional Office (RO) in 2023. Mr. Pelletier is responsible for the oversight of the pre-development functional area within the Veterans Service Center (VSC). Mr. Pelletier joined VA in 2009, working his way up from a Veterans Service Representative to Coach. Mr. Pelletier served honorably in the United States Air Force for four years as an Aircraft Armament Weapons System Specialist. After the military, Mr. Pelletier attended the University of Maine and graduated in May 2009 with a Bachelor of Science degree in Kinesiology and Physical Education with a minor in Business Administration, and in 2012 he graduated with a Master of Business Administration Human Resource Management degree from Thomas College.   

Allison Bubier

Veteran Readiness and Employment Officer (VREO): Allison Bubier

Allison Bubier became the Veteran Readiness and Employment Officer (VREO) at the Togus Regional Office (RO) in February 2020.  Ms. Bubier provides managerial and administrative oversight for the Veteran Readiness and Employment (VR&E) Division. Ms. Bubier began her VA career in February 2014 as a Vocational Rehabilitation Counselor (VRC) at the Togus RO. Ms. Bubier received the Gerald C. Braun Award: Vocational Rehabilitation Counselor of the Year in 2019 for her exemplary service to Veterans. Ms. Bubier graduated from the University of Maine at Farmington with a Bachelor of Science in Community Health and graduated from the University of Southern Maine with a master’s degree in Rehabilitation Counseling.

Tracy Sinclair

Support Services Division Chief (SSDC): Tracy Sinclair

Tracy Sinclair became the Support Services Chief for Togus Regional Office (RO) in November 2005. Ms. Sinclair oversees all Administrative and Financial activities. Ms. Sinclair held the position of Management Analyst at the Togus RO from 2000-2005. She began her VA career in 1991 at the Togus VA Medical Center. Ms. Sinclair graduated from the University of Maine at Augusta with a Bachelor of Science in Business Administration and graduated from Thomas College with a master’s degree in Business Administration.
