Jennifer (Bover) Parkin

Regional Office Director: Jennifer Bover

Jennifer Bover was appointed as the Director of the Togus Regional Office in December 2020. She is responsible for administering non-medical VA benefits and services to more than 100,000 Maine Veterans and their families. Prior to this appointment, Ms. Bover served as the Assistant Director of the Philadelphia and Wilmington Regional Offices. Ms. Bover held multiple positions throughout her career, to include working as a Lead Management Analyst in Washington, DC. Ms. Bover holds a BS in Administration of Justice from Rutgers College and proudly served her country in the United States Marine Corps.

Christopher Smith

Staff Assistant: Christopher Smith

Christopher Smith became the Staff Assistant of the Togus Regional Office (RO) in March 2019.  Prior to this position, Mr. Smith served as the Assistant Veterans Service Center Manager (AVSCM) for the Togus RO.  Mr. Smith previously served as a Coach, Rating Veterans Service Representative (RVSR), and Veterans Service Representative (VSR) where he began his VA career in 2007.  Mr. Smith is a fellow of the Leadership VA (LVA) class of 2021, a graduate of Veterans Benefit Administration’s (VBA) Leadership Enhancement and Development (LEAD) class of 2010, and served as a mentor for VBA’s LEAD and Emerging Leaders programs.  Mr. Smith is a former Army Officer, and graduated from the United States Military Academy, West Point, with a Bachelor of Science in 2000.

Michael Brawn

Veterans Service Center Manager (VSCM): Michael Brawn

Michael Brawn became the Veterans Service Center Manager (VSCM) of the Togus Regional Office (RO) in December 2018.  Mr. Brawn manages the Veterans Service Center (VSC) division which is responsible for providing compensation benefits and services to Veterans and their dependents.  Mr. Brawn previously worked as a Coach of the Quality Review Team in the VSC at the Togus RO.  Mr. Brawn retired from the United States Air Force after serving on active duty from June 1985 through December 2009.

Thomas Whitney

Assistant Veterans Service Center Manager (AVSCM): Thomas Whitney

Tom Whitney became the Assistant Veterans Service Center Manager (AVSCM) of the Togus Regional Office (RO) in May 2019.  Mr. Whitney assists with managing daily operations of the Veterans Service Center (VSC) division.  The VSC consists of personnel responsible for providing a variety of VA benefits to Veterans and their dependents and for providing outreach services to stakeholders.  Mr. Whitney previously held the position of Coach of both the Quality Review and Rating Teams at the Togus RO.

Allison Bubier

Veteran Readiness and Employment Officer (VREO) : Allison Bubier

Allison Bubier became the Veteran Readiness and Employment Officer (VREO) at the Togus Regional Office (RO) in February 2020.  Ms. Bubier provides managerial and administrative oversight for the Veteran Readiness and Employment (VR&E) Division.  Ms. Bubier began her VA career in February 2014 as a Vocational Rehabilitation Counselor (VRC) at the Togus RO.  Ms. Bubier received the Gerald C. Braun Award: Vocational Rehabilitation Counselor of the Year in 2019 for her exemplary service to Veterans. Ms. Bubier graduated from the University of Maine at Farmington with a Bachelor of Science in Community Health and graduated from the University of Southern Maine with a master’s degree in Rehabilitation Counseling.

Tracy Sinclair

Support Services Division Chief (SSDC): Tracy Sinclair

Tracy Sinclair became the Support Services Chief for Togus Regional Office (RO) in November 2005.  Ms. Sinclair oversees all Administrative and Financial activities.  Ms. Sinclair held the position of Management Analyst at the Togus RO from 2000-2005.  She began her VA career in 1991 at the Togus VA Medical Center. Ms. Sinclair graduated from the University of Maine at Augusta with a Bachelor of Science in Business Administration and graduated from Thomas College with a master’s degree in Business Administration.
