Director: Julianna Boor

Julianna Boor was appointed Director of the St. Petersburg VA Regional Office on July 10, 2016. In this role, Ms. Boor provides executive direction to over 1,385 employees and is responsible for serving approximately 1.5 million Veterans and their families living in the state of Florida. The St. Petersburg Regional Office administers a variety of benefits and services including Compensation and Pension, Veteran Readiness and Employment (VR&E) benefits, and the Decision Review Operations Center. The Regional Office administers approximately $6.5 billion in annual Compensation and Pension Benefits.

Prior to her appointment, Ms. Boor served as the Director of the Oakland VA Regional Office. In this role, Ms. Boor was responsible for serving approximately 800,000 Veterans and their families in the 43 counties in Northern California.  Ms. Boor led a staff of 321 full time employees providing $1.9 billion in annual Compensation and Pension benefits to over 137,600 Veterans and their dependents in Northern California.

Ms. Boor also previously served as the Assistant Director at the Seattle VA Regional Office where she led operations for the largest VA Regional Office in the Western Area. This role included the oversight of the joint VA-DoD Integrated Disability Evaluation System (IDES) Rating Activity Site.

Ms. Boor began her career with the Department of Veterans Affairs in 1991 as an Adjudicator at the Indianapolis Regional Office, subsequently holding various positions of increased responsibility serving our nation’s Veterans and their families.

Assistant Director: Craig Sergott

Craig Sergott was appointed as Assistant Director of the St. Petersburg Regional Office in May 2014. He is responsible for assisting the Director in the administration of non-medical benefit programs to assist nearly 1.5 million Veterans and their families residing in the state of Florida. These programs include disability compensation, veteran readiness and employment, and decision reviews. Prior to his appointment in 2014, Mr. Sergott served as a Senior Consultant for VBA’s Automation Project, an enterprise-wide initiative to streamline compensation benefits adjudication through leveraging people and technology. Before serving on the Automation Project, he served as the Chief of Procedures Development for Compensation Service at VA Central Office in Washington, D.C.

Assistant Director: Christine Moorby

Christine Moorby was appointed as Assistant Director of the St. Petersburg Regional Office in May 2022. She is responsible for assisting the Director in the administration of non-medical benefit programs to assist nearly 1.5 million Veterans and their families residing in the state of Florida. These programs include disability compensation, veteran readiness and employment, and decision reviews.

Veteran Readiness and Employment Officer: Kim Lloyd

Kim Lloyd was appointed to this position in Jan 2017. She administers Florida’s Veteran Readiness and Employment (VR&E) program, which includes the St. Petersburg office, three outbased offices in Jacksonville, Orlando and Sunrise, 5 VSOC sites, 2 IDES sites and 10 satellite offices. Ms. Lloyd holds a master’s degree in Rehabilitation Counseling from the University of Florida and is a Certified Rehabilitation Counselor.

Veterans Service Center Manager: Charles Ellis

Charles Ellis was appointed to VSCM in October 2022. Responsible for the administration, control, and direction of the Veterans Service Center in the St. Petersburg Regional Office. Responsibile for administration of Compensation and Pension; determinations of basic eligibility to VA benefits; and providing information and assistance to Veterans, their dependents, and other customers seeking advice and help regarding Veterans' rights and benefits under laws administered by VA, other agencies, and State and local governments. Prior to this assignment Mr. Ellis served as an Assistant Veterans Service Center Manager at the St. Petersburg Veterans Service Center. Mr. Ellis began his career with the Department of Veterans Affairs in 2001 as a Veterans Service Representative at the Baltimore Regional Office. He is a Veteran of the U.S. Army.

Decision Review Operations Center Manager: Jennifer Mailhiot

Jennifer Mailhiot was appointed to DROCM in August 2023. She is responsible for the administration, control, and direction of the Decision Review Operations Center (DROC) in the St. Petersburg Regional Office, one of three DROCs in the country. Prior to this assignment, Ms. Mailhiot served as an Assistant Veterans Service Center Manager at the St. Petersburg Veterans Service Center. Ms. Mailhiot began her career with the Department of Veterans Affairs in 2001 as a Veterans Service Representative in St. Petersburg.
