Cheryl Rawls was appointed Director of the Winston-Salem Regional Office (RO) on Feb. 27, 2012. She administers benefits and services to about 773,630 North Carolina Veterans, Servicemembers, their families and survivors as well as Benefits Delivery at Discharge and Quick Start Claims processing for the Eastern United States. Ms. Rawls is a U.S. Army Veteran.
Brian Ward took this position in December 2011. He assists the Director in administering VA benefits and services to Veterans in the RO’s service area. Previously, Mr. Ward was Assistant Director for the Atlanta RO, and he has also served as Acting Director of the San Juan and Huntington ROs.
Leigh Ann Skeens-Wilson was appointed to this position in January 2013. Prior to this assignment, Ms. Skeens was Deputy Director of VA’s Education Service.
Carolyn Lightfoot was promoted to this position in June 2008. She oversees the daily operations of the VR&E division, which has 45 employees who provide rehabilitative services to more than 3,600 Veterans and Servicemembers in North Carolina. Under Ms. Lightfoot’s leadership the division has received three year-end performance awards.
E.J. McQuade took this position in August 2012. He is responsible for day-to-day oversight of the division’s operations and its roughly 651 employees. Prior to joining VA, Mr. McQuade served on active duty in the U.S. Marine Corps as Communications Officer from 1999 to 2005. He also served in the Reserves until 2012.
Lisa Bowman took this position in April 2010. She is responsible for day-to-day oversight of the Finance Section, Administrative Section and Human Resources. Prior to joining the Winston-Salem Regional Office, Ms. Bowman worked for the Veterans Health Administration.
