Antione Waller was appointed Director of the St. Paul Regional Office (RO) on Sept. 29, 2010. Mr. Waller is responsible for administering benefits and services to more than 390,000 Veterans in Minnesota. Prior to this position, Mr. Waller served nearly two years as Director of the Wichita RO.
Mr. Waller started his VA career in 1991as a Claims Examiner in the Adjudication Division of the Baltimore RO. He was later assigned to the Home Loan Guaranty Division as a Loan Specialist in 1992. Mr. Waller relocated to Cleveland in 1997 after having held a variety of supervisory positions in the Home Loan Guaranty program. He ultimately became the Assistant Home Loan Guaranty Officer in 2004. He was selected as Assistant Director in Nashville in December 2005. Mr. Waller served nearly three years as the Assistant Director of the Nashville VA RO before becoming Director of the Wichita RO October 2008.
Mr. Waller is a 2010 graduate of the One-VA Senior Executive Candidate Development program. In 2006, he graduated from the VA Assistant Director Development Program and Federal Executive Institute. He is also an alumnus of the Leadership VA Class of 2003.
Mr. Waller received a bachelor’s degree from Salisbury State College in Maryland in 1984. He then served as a commissioned officer in the U.S. Army from February 1985 to August 1989.
Kay Anderson was appointed to this position in April 2013. Previously Ms. Anderson served as the Veterans Service Center Manager and administered the Compensation program in Minnesota. She started her VA career in 1984 at the Des Moines RO in the Finance Section. As a Veteran Claims Examiner, she joined the Adjudication division in 1985, where she held progressively more responsible positions of Senior Veteran Claims Examiner, Rating Specialist, Unit Chief, Section Chief, and Assistant Veteran Service Center Manager. In 1998, she was selected as the RO’s Veteran Service Center Manager. In 2002, Ms. Anderson joined the St. Paul RO, overseeing the start of its pension management center until it split off in 2005. She is a 2005 graduate of Leadership VA and a 1984 graduate of Iowa State University.
Donna Meyer-Hickel was appointed to this position in March 2013. She began her VA career in 1994 as a Veterans Service Representative at the Portland RO. She continued her development as a Rating Veterans Service Representative at the St. Paul RO and later was Supervisory Veterans Service Representative at the St. Paul Pension Management Center. In 2009, she moved to South Dakota to serve as the Veterans Service Center Manager at the Sioux Falls RO.
Ms. Meyer-Hickel received a bachelor’s degree from the University of Montana. She received a master’s degree from the University of Arizona in 1992. She is member of Leadership VA 2012. In addition, she has served as a mentor for the Leadership Development Program (LDP) and LEAD.
Jessica Gillette is the Veterans Service Center Manager in the St. Paul Regional Office. She was assigned to this position in June 2013. In this position, she leads 216 employees, including thirty-six employees in the Restricted Access Claims Center. Prior to being selected as the Veterans Service Center Manager she was the Assistant Pension Management Center Manager in St. Paul.
Ms. Gillette started her career with the Department of Veterans Affairs (VA) in December of 2002. She served in the capacity of a Rating Veterans Service Representative, Assistant Coach, and Coach in the St. Paul Veterans Service Center (VSC). While working with the VSC, Jessica participated in Compensation and Pension site visits. Prior to working for VA, Ms. Gillette worked as a registered nurse at Regions Hospital in St. Paul, Minnesota.
Myra Ptosnick was appointed to this position in August 2013. Ms. Ptosnick began her VA career in 2007 as a Vocational Rehabilitation Counselor with the Houston RO. In 2012, she relocated to North Carolina to serve as the Assistant Vocational Rehabilitation and Employment Officer with the Winston-Salem RO.
Ms. Ptosnick has a bachelor’s degree from the University of Winnipeg and a master’s degree in Education from the University of Northern Arizona in Education. In 2006, she completed her master’s degree in Rehabilitation Counseling from the University of Arizona.
Mr. Gary Chesterton was selected to this position in August 2012. With oversight of a staff of 384 people, Mr. Chesterton is responsible for claims processing for more than 283,000 claimants in 23 states and Central and South America. The total annual payment for these cases exceeds $3.55 billion.
Previously, Mr. Chesterton was the first Assistant Director for Pension and Fiduciary Service in VA Central Office. As Assistant Director, he administered the national fiduciary program, including policies, procedures, training, and quality.
Mr. Chesterton previously served as Chief, Fiduciary Staff for Compensation and Pension Service in VA Central Office, coach and assistant coach in St. Paul’s Veterans Service Center, and Veterans Service Representative in St. Paul’s PMC.
Mr. Chesterton completed the Assistant Director Development program in 2012. He served 13 years in the U.S. Navy.
