Robert McKenrick

Director: Robert McKenrick

Robert McKenrick was named Director of the Philadelphia VA Regional Office (VARO) as of March 11, 2012.  As its Director, Mr. McKenrick is responsible for administering a range of VA benefits to 825,000 Veterans and their families living in eastern Pennsylvania, southern New Jersey and Delaware.  These services total approximately 4.1 billion dollars in annual payments. 

Prior to joining the VA, Mr. McKenrick was the Federal Security Director (FSD) at LaGuardia International Airport (LGA).  Prior to that assignment, he served as the Acting FSD and the Deputy FSD at Philadelphia International Airport, as well as Acting Deputy FSD at Newark Liberty International Airport.

Mr. McKenrick has over 27 years of experience in law enforcement, military, and civil service, serving in many facets of the security and intelligence communities within our nation. 

Among his accomplishments, Colonel McKenrick served in the Army Reserve Counterterrorism Unit within the U.S. Department of State, where he was an interagency liaison for military activity and Foreign Emergency Support Team (FEST) planning and deployments.  Colonel McKenrick has received two Bronze Stars, two Meritorious Service Medals, the U.S. Army Intelligence Corps Knowlton Award for excellence in the Intelligence community, and numerous other unit and personal awards and citations. 

Mr. McKenrick graduated from Eastern Kentucky University with a Bachelor of Science degree in Police Administration.  He earned his Master of Security Administration from Webster University and his Master of Government Administration from the Fels Center of Government at the University of Pennsylvania.  Mr. McKenrick earned his Juris Doctor from Temple University School of Law and graduated in July 2012, from the U.S. Army War College, with a Master of Strategic Studies.


Lucy Filipov

Assistant Director: Lucy Filipov

Ms. Filipov is a graduate of Philadelphia College of Textiles and Sciences, where she received a Bachelor’s Degree in Computer Management. She also completed work toward a graduate degree in Public Administration with Pennsylvania State University. Ms. Filipov is a graduate of the Leadership VA Program (2009).

Ms. Filipov began her Department of Veterans Affairs career in 1987 as a Management Analyst for the Accounting Section of the Finance Division. She became the Assistant Chief of the Accounting Section in 1989. In 1991, Ms. Filipov was selected for the position of Chief of the Accounting Section. She next was named the Assistant Chief, Finance Staff within a new division formed in 1998 to handle finance and human resource activities. In February 2002, Ms. Filipov was promoted to Assistant Chief of Support Services Division with responsibilities for the Administrative, Human Resources and Finance Staffs.

In March 2003, Ms. Filipov was detailed to the Pension Maintenance Center as a Staff Assistant. Following that detail, she became the Assistant Pension Maintenance Center Manager and was selected as the Pension Maintenance Center Manager in January 2005. Ms. Filipov led the transition of division operations from pension maintenance to pension management in 2008, taking jurisdiction of original pension claims and survivor benefit claims and establishing the National Pension Call Center. In March 2011, Ms. Filipov was named Assistant Director, VARO Philadelphia.


Carol Roane

Assistant Director: Carol Roane

Carol Roane completed her Bachelor of Science in English and Communications through Dallas Baptist University before entering Air Force Officer Training School in San Antonio, Texas. She was commissioned as an Air Force Officer and served several assignments as a Squadron Section Commander, Executive Officer, and Information Management Officer while on active duty from 1985 - 1992.

After serving in the Air Force, she was appointed as the Cooke County Veterans Service Officer in Gainesville, Texas. While in this capacity, she utilized the Chapter 30, Montgomery GI Bill benefits to complete her Master of Science degree in Vocational Rehabilitation studies through the University of North Texas and graduated in December 2000.

In August 2001, she accepted a Vocational Rehabilitation Counselor position in the VA Portland Regional Office. She then transferred to the Waco Regional Office in 2003. She was selected as the Assistant Vocational Rehabilitation & Employment Officer for the Louisville Regional Office in July 2005 and promoted to the Vocational Rehabilitation & Employment Officer in the same office in December 2006. She is a 2008 Leadership VA graduate. In September 2008, she was appointed as the Assistant Director of Program/Project Management in VACO, VR&E Service. She completed the Assistant Director Development Program in 2009. In March 2011, she was appointed to her current position as an Assistant Director for the Philadelphia VARO.


Laura Wright

National Call Center Manager: Laura Wright

Laura Wright is the Manager of the National Call Center located in the Philadelphia Regional Office. Ms. Wright’s VA career began in the Philadelphia Pension Management Center as a Veterans Service Representative where she was promoted to a Senior Veterans Service Representative. In 2009, she was selected as a Supervisor in the National Call Center. She has been serving in her current role as the National Call Center Manager since June 2012.

Ms. Wright graduated from the Indiana University of Pennsylvania with high honors earning a Bachelor’s degree in Political Science. She discovered her drive for public service through an internship with the Governor’s Office of Policy and Planning. She currently lives in Philadelphia with her husband, Matthew, and daughter, Adele.


Gary Hodge

Pension Management Center Manager: Gary Hodge

Gary Hodge is currently serving as Manager of the Philadelphia Pension Management Center. Mr. Hodge began his career in the Philadelphia Veterans Service Center in 1993 as a Veterans Claims Examiner. He was promoted to Senior Veterans Claims Examiner in 1995 and Rating Specialist in 1996. In July, 2000, he was reassigned as a Unit Chief and later promoted to a Coach in 2001. He was detailed to the then Pension Maintenance Center as an Assistant Manager in March, 2005. This later became a permanent assignment. He was promoted to his current position of PMC Manager in August, 2011.

Mr. Hodge graduated from St. Joseph’s University in Philadelphia with honors earning a Bachelor’s degree in Business Management in 1993. He currently lives in Philadelphia with his wife, Loretta, and 3 sons, Gary Jr., Ryan, and Jacob.

In addition to his family and VA duties, Mr. Hodge is active with the Boy Scouts of America and is the National President and CEO of Phi Chi Theta National Co-Educational Business and Economics Fraternity. He also serves as a Trustee of the Phi Chi Theta Educational Foundation and serves on the board of directors of the Professional Fraternities Association.


Kristine A. Kuehnle

Vocational Rehabilitation and Employment (VR&E) Officer: Kristine A. Kuehnle

Ms. Kuehnle is the Vocational Rehabilitation & Employment Officer for the Vocational Rehabilitation & Employment (VR&E) Divisions in both the Philadelphia, PA Regional Office as well as the Wilmington, DE Regional Office. She has served in this capacity since 2007. Prior to this appointment, she was the Assistant Vocational Rehabilitation & Employment Officer, as well as a Vocational Rehabilitation Counselor, having been with the VR&E Program since July 2000. In her position, she is responsible for oversight and administration of VR&E benefits to Veterans living in the Eastern 40 counties of the state of Pennsylvania, as well as the state of Delaware. She currently serves as the Chair of the VR&E Service Field Advisory Committee and assists VR&E Service as an Evaluator and Trainer for their Managerial Enhancement Program and New Manager Training Program. In addition, Ms. Kuehnle is a mentor for new VR&E Officers, as well as participants in the VBA LEAD program.

Prior to coming to the VA, Ms. Kuehnle worked as an Employment Specialist for an agency in Syracuse, NY that held a Projects with Industry Grant through Rehabilitation Services Administration (RSA). During that time she was also a contractor for the Buffalo Regional Office VR&E Program, providing both employment and case management services to Veterans in the Central New York area. She served as Co-Chair of the Central New York Placement Consortium and was active in coordinating the annual NDEAM (National Disability Employment Awareness Month) events in that community. Ms. Kuehnle has also worked as an Alcohol and Drug Counselor at both the Inpatient and Outpatient levels.

Ms. Kuehnle holds a Masters degree in Rehabilitation Counseling from the State University of New York at Buffalo, as well as a Bachelors degree in Psychology and American Studies from the State University of New York at Oswego. She has been a Certified Rehabilitation Counselor since 1990. Ms. Kuehnle has two daughters and is active in her community with the local school district on various committees. She has served as a parent volunteer for the New Jersey State Department of Developmental Disabilities, Girl Scouts, 4-H, and with the Epilepsy Foundation and Family Support Council in Central New York.


Jeanne Paul

Veterans Service Center Manager: Jeanne Paul

Ms. Paul began her VA career in 1981 as a Junior Federal Fellowship Trainee at the Hartford Regional Office, and upon completion of college, received an appointment as an Adjudicator. In 1986, she transferred to the Fort Harrison VAM & ROC office as a Journeyman Adjudicator and then progressed to Rating Specialist Trainee, Authorizer, and Unit Chief. In 1994, she expanded her career working in the private sector in the insurance industry in sales, marketing and network development. Subsequent, to her tenure in the private sector, she returned to the VA as Rating Veteran's Service Representative at the VARO Indianapolis. In 2002, she re-joined the management ranks as the AVSCM in Wichita, Kansas then Cleveland, Ohio in December 2003 and in February 2005; she became the Program Manager, Director of the Tiger Team. In May 2007 she transferred to the Houston VARO as a Coach, becoming an AVSCM in 2009. In July 2013, Ms. Paul was selected as VSCM at the Philadelphia RO.

Ms. Paul graduated from the University of Connecticut with a BA in Liberal Arts. She is a graduate of the Federal Women's Executive Leadership Program, class of 1994. Ms. Paul’s greatest personal accomplishment outside of work was obtaining a black belt in Taekwondo in 2001. She has done volunteer work with adult literacy programs in both Ohio and Texas, the Houston Food Bank and her Church. She completed her Master’s Degree in Organizational Leadership from Regent University in 2010. Ms. Paul is also a graduate of the Leadership VA class of 2006.

Ms. Paul is married to Marty, a Coast Guard Veteran. She has three stepsons, Richard who is currently serving in the Army, Ryan and Colin. Her passions include her family and her dog, Sammie.
