VA Forms

1.  Where can VA forms be obtained?

VA Loan Guaranty forms can be downloaded from the following VA website:

http://www.va.gov/vaforms/

2.  Does VA have forms that address the following items which would be requested for new construction?  Builder's Certification on Energy Efficient Construction?  Lead/Water Certification?

There are no forms specific for Builders Certification on "Energy Efficient Construction" or "Lead/Water certifications."

The Builder can certify that both comply with VA requirements on his letterhead.  Please refer to Chapter 13 of the Lender's Handbook (VA Pamphlet 26-7), Section 13.

3.  I would like to know if the veterans acknowledgement that the house was not inspected during construction by VA form is something that is still required.

The "Not Inspected Acknowledgement" is not a VA form.  It is a statement that can be found in the Lender's Handbook and on the Notice of Value (NOV) and it is still required.
